(1) Vendor needs to provide professional pavement condition index service to provide professional data collection and data management services for the 2023 pavement condition index to the government authority located in Box Elder, SD.
- Provide a pavement condition update through the use of automated pavement data collection and assessment compatible with the city's current GIS data. While compatibility with city's current GIS data is preferred, the city may entertain a substitute where the consultant presents an option to provide software for city's use to access the rating data.
- Data should be collected by one pass per roadway mile or roadway lane mile.
- Data obtained from the proposed project will be utilized by the city of box elder public works department in planning and programming activities.
- The Pavement Management System (PMS) is a long-term goal, so we are interested in what capabilities the consultant has with regards to a PMS, however a PMS is not required.
- Pavement factors that should be considered include existing ride quality (IRI or PSR), transverse profile depth, thermal cracking, alligator cracking, transverse cracks, longitudinal cracks, map cracking, edge cracking, bleeding, raveling, patches and potholes, predicted age of driving surface, and estimated structural integrity.
- An analysis using a falling weight deflectometer will not be required; however, other advanced radar technology that is common in this application can and should be used to estimate base and sub-grade strength, if common to your standard practices.
