- Street lights shall be automatic on and automatic off.
- Lights are constructed with materials that minimize if not eliminate hazardous waste.
- Are directional and utilize cut-off features to ensure that light is diffused down and outward to protect the night sky.
- Street light system must be capable of being programmed and controlled remotely in a reliable and cost-effective manner.
- The system should minimize cost of installation and ongoing communications.
- The system should provide the capability to monitor outages and meter electrical consumption.
- The system should be based on an open standard, should be scalable, and include both a real time and astronomical clock.
